Why would a check engine light be flashing?

Typically it would be because you have an engine misfire and when you have an engine misfire, you can very quickly overheat the catalytic converter.

Why would a check engine light flash as opposed to staying on steady?

So the check engine light can come on for multiple possibilities, most are emission related, some are engine performance related. When the engine light flashes it means don't continue to drive the car because you are now in a position where you could do damage.

Typically it would be because you have an engine misfire and when you have an engine misfire, you can very quickly overheat the catalytic converter. If you've ever had to buy a catalytic converter, it is not pleasant on the pocketbook. So typically the light flashes because it's warning you that under these conditions, you might be damaging your catalytic converter and you should shut the car down.
