The cooling system on the car is what keeps the engine from overheating. You have a fan inside the car typically behind the glove box and that’s called a blower fan. That’s what keeps you and your passengers comfortable. Out by the front of the car we also have one or more fans. On many trucks we have a fan clutch which is mechanically driven by the engine. On most cars we have one or two electric fans just behind the radiator. An electric fan may be called a cooling fan, radiator fan, or condenser fan. For all practical purposes they all do the same thing which is draw air through the condenser and radiator. So the short answer is yes the cooling fan and the radiator fan are the same thing.
