Do Hybrid Cars have to Pass Emissions?

The difference between a fully electric car and a Hybrid is that an electric car runs strictly on the battery and has to be plugged in to be recharged. Since is does not burn any fuel, it does not produce emissions. A Hybrid however has a gasoline powered engine. The engine can be used to charge the battery or like the Toyota Prius or Honda Insight it can also propel the vehicle. So it may charge the battery and run on the electric motors, run on the gasoline engine, or a combination of the two. The testing is the same as a conventional gas engine vehicle.
